The acolytes are responsible for keeping the temple stocked with everything that they need, so ultimately Celine, the head acolyte, will be in charge of all acquisitions. She has a lot of other responsibilities too, though, so she might delegate that authority to someone else among the senior acolytes. If such a person exists, I haven't established anything about their title or identity, so feel free to create them. Celine would still have to be consulted about any major acquisitions, though.
New question: Is the Temple just for service to Akkala, or are there acolytes of the other aedra there as well? (I'm thinking of having one be getting married.)

The Lothanasi Order is dedicated to serving all of the Aedra Lords — or, more properly, to serving the people who call on the gods for aid. While Raven and the other priests often call on Akkala, the temple at Metamor is not hers, or any other single deity's. The acolytes serve the Order, not any one of the gods.
The gods do have individual disciples who work to promote their ethos, but these people are not Lightbringers. They have their own duties and rituals, but they rarely build temples; most of them are itinerant preachers, going where they are most needed.
