How big are bird Keepers in relation to the rest? Is Jessica a human-sized hawk, or an extra-large hawk, or just plain hawk-sized? What size would a sparrow Keeper be?

I've always gotten the impression that Jessica was an extra-large hawk, not quite human-sized but definitely on the upper end of the flying-bird spectrum.
Of course, I could be wrong. :)
It should also be noted that Jessica is less humanoid than many avians at the Keep. A sparrow-morph might be the size of a short human, a halfling, or an infant, but I doubt it would be smaller than that.
Jessica is about five feet tall, with broad wings. She does not have arms. At the middle joint of her wing she does have stubby fingers which she can use as a thumbless hand, but for most tasks she prefers to use her feet. Having a hawk's talons proves much more effective for manipulating things than the wing-fingers.

Well, the few other avians I've seen certainly are. Greyflank did a story about a bird-woman that I helped contribute to, and you have the guard Jessica is dating (Weyden, I think?), and both of them are more humanoid than Jessica. At the moment I don't recall any other bird-morphs who have been described in detail.
And the old saying goes… the curse is if anything fickle in how it manifests.
Jessica is much like Phil; a large representative of the specie with very little of her physical 'humanity' apparent. Wayden I assume to be much similar.
Due to having very lightweight bone structure I envision that most avian (bird) styled keepers would assume such a form which is the most efficient for supporting the absolutely huge wings, and metabolic systems necessary to power such a large flying body, that a 5-foot tall bird would require.
Other possible manifestation of the curse to bring about an avian (or adaptable by a Keeper willing to put the effort into mastering it):
Anthro-avian; general human physique with very, very long 4-fold wings, size average for a smallish human (4'6"-5'6"), but generally anemic looking except for the chest, which would be sized appropriate for the wings.
Non-anthro w/ arms; Like Jessica, but with a sixth set of limbs folded under the wings. Relatively low-strength but with fully functional human or avian hands.
While the anthro form might be as common, or moreso, than the fully-avian physique the extra-limbs variety would… be unusual, to say the least, and not something I could envision the curse just causing unless the afflicted individual were to focus upon that with fanatical devotion once realizing that the curse had made them into a bird.
I would not envision a sparrow being quite so large as Jessica, as she is a Hawk (about mid-range in the avian scale) where a sparrow would be small in the same scale, whereas an Eagle-morph or similar might be quite larger than she.

I seem to recall Weyden walking upright, wearing a tabard and carrying weapons, so I assume his "default setting" is more human than Jessica's.
Has Jessica ever tried to shift into another form? I suspect that flying would be MUCH easier if she shrank down to normal hawk size; wings large enough to carry a five-foot-tall person would have to be nearly the size of a small airplane, if pterosaurs are anything to measure by.
Weyden wore a modified tabard that fit his shape because of his duty as the Captain of Yonson's guard. He wore weapons certainly, but they were slender and more suited to his avian shape. If he really had to fight, he'd use his talons and beak more. And we will note that we've never seen him in combat.
And in my current story which you can read in the mailing list archives *wink* *wink*, Jessica takes on a normal 'hawk-size' form frequently for just those reasons.
