Whispers

The weakest of daedra, the whisper appears as little more than a wisp of fog. Whispers get their name from their tendency to haunt mortals with half-heard voices and quiet, mocking laughter. They are excellent minor illusionists and can conjure small lights, mimic sounds and create other sorts of figments to deceive mortals and lead them into danger. The other fiends use whispers as scouts and messengers, but most often they are simply turned loose to cause chaos.

Most young fiends start out as whispers, and advance to more powerful forms with age, experience and merit. In the early days of the pantheon the daedra lords formed these beings out of pieces of their own Essence, which served as "seed crystals" for the new daedra. Nowadays they are usually formed out of the recycled Essence of daedra that have been slain, eaten, or otherwise disposed of; the Essence is dispersed into the Hells, then congeals into a new whisper once enough of it gathers in one place. "Recycled" whispers have no memory of their former lives.

Because they are only pieces of the daedra lords, they do not have souls of their own and do not possess free will; a whisper, and anything else it turns into later, must follow the essential nature with which it was "programmed". This also means that the whispers do not have a conscience, which is useful considering many of the things they are asked to do.
